LEVI JOHNSON, DOCTOR of PHYSICAL THERAPY
Levi Graduated from Western Washington University in 2011 with a bachelor’s of Science in Kinesiology. Furthered his education at Azusa Pacific University in Southern California, receiving his Doctorate in Physical Therapy in 2016. A long-time resident of the Pacific Northwest prior to his graduate work, he is happy to be back home on the islands! He has always enjoyed serving others in his community and is passionate about bettering people’s lives. He has an extensive knowledge base and experience in movement science/postural adaptation, vestibular rehabilitation and athletics allowing him to work with a wide variety of patients. His professional interests include sports/orthopedic rehabilitation, movement science, pain science, extremity management and musculoskeletal ultrasound.
When Levi is not at work, he’s enjoying time spent with his children and dog exploring the local hiking trails. He enjoys any athletic/outdoor activity and spending time in his woodshop. He draws from his experience of playing many sports growing up, being involved with both the Spartan and CrossFit community to aid in his passion for helping all walks of life return to their full potential. Levi enjoys working with motivated individuals who want to return to their life and the activities that bring them joy.

KYLE OTTO, DOCTOR of PHYSICAL THERAPY
Kyle graduated from San Diego State University with his bachelor of science in kinesiology in 2017, followed by obtaining his Doctor of Physical Therapy degree from the University of St Augustine for Health Sciences in 2020. After graduating, Kyle’s interest in neurological conditions became a front-runner of his patient care while working in an inpatient acute hospital, and he became a Stroke Certified Rehabilitation Specialist in 2024. He is also currently working to become a Certified Brain Injury Specialist at this time.
Outside of work, Kyle is an avid runner which led to his interest in physical therapy after recurrent overuse injuries, medical appointments and his own PT sessions. He was also part of a beach volleyball league while in San Diego, and enjoys being outdoors, aiming for weekly adventures with his dog. He decided to take a leap and move to Washington with aspirations of honing his clinical skills while reaping the benefits of the PNW. He’s always looking for dog-friendly hiking/activity recommendations for his free time and would love to hear any suggestions you have!

MORGAN ARMSTEAD, DOCTOR of PHYSICAL THERAPY
Morgan graduated from Oklahoma State University in 2020, with her bachelors in Applied exercise science. She earned her Doctor of Physical Therapy degree from Oklahoma City University in 2024. Morgan is passionate about helping people from all walks of life regain function, confidence, and mobility. With a strong clinical interest in women’s health, she is passionate about empowering women through every stage of life—whether that’s addressing pelvic floor dysfunction, supporting prenatal and postpartum recovery, or helping women return to the activities they love. She combines evidence-based treatment with a compassionate, individualized approach to care.
Outside of the clinic, she enjoys shopping, exploring new coffee shops, traveling, and spending quality time with her friends and family.

BRITNEY FORTNER, PHYSICAL THERAPY ASSISTANT
Originally from Arizona, Britney arrived in the great state of Washington as a service member in the United States Navy. Transitioned on to pursue her next career in the field of physical therapy in 2016, and became a proud graduate of the Physical Therapist Assistant Program at Whatcom Community College.
On any given day here at Oak Harbor Physical Therapy, you will find “Brit” captivated in a growth mindset with a comedic and lighthearted wit, determined to help you get control of your musculoskeletal concerns. Brit has a wide and elevated array of knowledge in movement/ pain science, pain free performance techniques, behavior change, and patient education. For her, no one muscle works alone and health is a journey and responsibility. Her career isn’t just a philosophy or an education earned, it’s a valued lifestyle she aligns with.
Outside of these walls, she enriches her time with her family, paces herself with house projects, makes time to not track time so much, and places intentionality on her own health/ wellness.

MIRANDA ROBERTS, PATIENT COORDINATOR
Originally from Georgia, Miranda has lived in many places as a dedicated Navy spouse, which has given her adaptability, resilience, and a warm approach that helps patients feel comfortable and supported. She holds a Certificate in Medical Administration with Billing and Coding from the University of Georgia, supporting her strong foundation in clinical operations, patient communication, and administrative excellence. Her background allows her to bridge both the people-focused and technical sides of quality patient care.
Outside of work, Miranda enjoys reading, watching hockey and going on adventures with her husband Geoffrey and their dog Rigsie. She values creating meaningful connections—both in the clinic and in her personal life.

BRIANNE PALMA-LOPEZ, EXERCISE TECHNICIAN
Originally from Tucson, Arizona, I made the move to Oak Harbor, Washington, in 2008 and quickly fell in love with the Pacific Northwest. For the past 14 years, I’ve been deeply involved in the roller derby community — a sport that has shaped my resilience, teamwork, and determination both on and off the track.
Outside of skating, I’m the proud human to a spirited 2-year-old Rottweiler named Hektor, who keeps life full of energy (and slobber). I’m currently pursuing a career as a Physical Therapist Assistant, driven by a passion for helping others recover, grow stronger, and return to doing what they love. Whether it’s in the rink or the rehab clinic, I’m all about movement, perseverance, and making every step count.
